Here is an update about tag and ping.

I started a new blog with a new blogger account and had the keywords I am targeting in the profile. I added it to my technorati account and its only a day old.
The blog now appears in the technorati "who's blogging about box whenever the tags are searched and it has already started getting visitors.

Final notes:
Try and have a different acoount for all your blogs as long as they target different markets. And always include the keywords in your profile.
